According to Axios Gaming, which cites an internal Rockstar source, the studio had planned not 2 but 4 main characters at the base. The same is true for the environment: it was planned at the beginning of the project that the title would offer several cities before being restricted to one.
So it could be that GTA 6 will be released in a restricted version and that the game’s environment will grow over time and updates.
